The Sherpa 200R is a budget Tripod from Velbon, capable of doing photography and video. The head is not a fluid head, but is very smooth, so you can use it for video. One drawback is that you can only lock the head in pan and tilt together. No possibility to lock only one. You can however use your fingers to hold one axis stable and move the other axis with the handle.
