I just got off the phone with the Harbor police in San Diego and they have confirmed that you can still go boating and take your boat out on the San Diego Bay and Ocean with your family or close friends. The Launch ramps, parking lots, parks are closed. So if you have a boat, yacht, sailboat, powerboat in a slip or behind your house you can legally take your boat out and enjoy the bay and ocean.
