I NEED YOUR HELP to solve this MYSTERY on my CATAMARAN SAILBOAT

We are getting ready to leave the USA for 6 months in the Bahamas and I found this problem with my port side Yanmar engine sail drive. It appears someone drilled a 2 1/4 inch hole in the sail drive housing and sealed it with a plug. The plug is failing and needs to be replaced but I also need to know why someone would do this and what do I need to do to properly maintain it? If you are able to help....
