I get asked this question all the time. What does it mean when a boat is being advertised as, "Not for Sale to US Citizens while in US Waters?" It simply means that the boat has not been imported into the United States. There are three things that can happen to make it legally purchase a boat that is not US Duty Paid. 1) The seller can pay the duty and import it into the United States 2) The seller can move the boat into a Duty Free Zone, and the closing can occur there 3) The seller can move the vessel outside of the stream of commerce, and into a foreign country. At the westcoast of Portugal, about 50 km below Porto, you'll find the charming city of Aviero. On it's canals, the moliceiro boats sail. They look stylish and elegant like a gondola. In the past, this type of boat was used to collect seaweed in the lagoon. With a kind of rakes that are attached to the boat, the weed could be removed from the shallow bottom. It was then used as fertilizer in agriculture. Now these Portuguese boats are now used for tourist boat trips. It was a pleasure to see them pass by, with happy tourists in it. The canals have colorful bridges and I made a video of a violinist standing next to the bridge, as the moliceiro boats pass by.
