Following three tough days battling an engine breakdown, no wind, too much wind and an incredibly uncomfortable sea state generated by strong counter currents on our way back from the Togean Islands, we were very relieved to be safe in the calm waters of Luwuk Harbour. Now it was time to take a break and enjoy the city. Then the Port Police came knocking.
