Driver pulls out into center turn lane and I give them plenty of room to merge, but they seem unaware of their surroundings. Driver finally starts to go just as I give up on them.

Driver at stop sign pulls out right in front of me as I approach-- forcing me to brake hard. There are pedestrians obscuring his view, but I have my headlights on so he should have seen me.
