If water gets onto a ferry's car deck, even a shallow layer can capsize the ship. The car deck runs almost the whole length of the ship, with no walls to stop the water. And the danger isn't how deep the water is — it's how wide it can run. Every roll sends it all to the low side, and the ship leans further. Sailors call it the free surface effect. On 6 March 1987, the ro-ro ferry Herald of Free Enterprise left Zeebrugge with her bow doors open. Water flooded the car deck, and she capsized in about ninety seconds. Since then, the bridge must have indicator lights for the shell doors, and they must show closed before the ferry sails.
